No special moves in any Street Fighter 2 game

I am having trouble with all special moves in all SF2 games, either Normal, Turbo, Super or Alpha 2. I have tried all roms on all 3 regions of  SF/SNES and various combinations of FX Pak PRO settings in reagrds to in game hooks etc.

Even with all the options turned off the special moves just do not work, any one come across this before and have any idea whats going on?

Official pads... I used a pal pad on all regions tho.. will that make any difference?

No difference, PAL pads should work on NTSC regions, but not vice versa.

Pads may be worn though. Are you sure it doesn't happen on the real cartridges?

A bit of a long shot, but you aren't doing the Down/R/Up/L/Y/B/X/A code at start-up are you? I was caught out by that a few years back on SFII Turbo as that code disables special moves on controller 1.
