The ROM hack scene for N64 is not very robust. Most hacks don't work on actual hardware. And there just aren't many hacks for N64 at all. Mostly Goldeneye, Perfect Dark, and Super Mario 64.

There are a few hacks that move the Gamecube versions of the 64 Zelda games (OOT & MM) back to N64.

You can view these hacks and most other known hacks here: http://www.romhacking.net/?page=hacks&genre=&platform=27&game=&category=&perpage=20&title=&author=&hacksearch=Go

Unfortunately, most Super Mario 64 hacks don't work on real N64 consoles, only emulators. Most other game hacks work fine, though. Some of the best are:

Goldeneye X is fantastic, it's a project to bring Goldeneye to Perfect Dark's engine, so that you have Goldeneye with all of the advantages of Perfect Dark, such as sims (bots) in multiplayer, weather effects, better artificial intelligence in the enemies, in-game speech, and so on. Currently it's only the multiplayer that's (almost) finished, but you now have all of the GE weapons and levels, plus bots, and some extra levels, and it's *fantastic*). Most of the single player levels have been added, but for now you can only explore them, as there are no enemies or objectives in place, unlike the multiplayer which is more or less complete.

To read more about it, go to: http://www.goldeneyevault.com/viewfile.php?id=202

Also some Perfect Dark mods that do things like let you use the Goldeneye weapons in multiplayer, or let the sims (bots) use mines, play multiplayer in the single player levels etc.

F-Zero X Climax, which is F-Zero X hacked to have new levels.

Plus there are English translations of some games, such as:

Sin and Punishment
Animal Crossing (also allows you to enter the time manually, useful for people who don't have the Everdrive 3.0),
Bomberman 64 Arcade,
Custom Robo (partial hack, at the moment),
SimCity 64 (partial hack, at the moment),
Virtual Pro Wrestling 2

And the Everdrive 64 allows you to play all of the 64DD and Aleck64 games, such as the F-Zero X Expansion Kit, and Eleven Beat.

It's too bad I have no interest in any of those.  I didn't grow up with those games/genres.  Sim City 64 would be the closest but I would rather play the PC games or spend a ridiculous amount to play on an actual DD.  I just don't understand, if hacks of other games work, why not OoT or SM64.

Oh by the way, Majora's Mask has a Master Quest that works on console and I believe Banjo Kazooie has a full hack now.  I think 2 one level hacks as well.  So that's something.

The short answer is because n64 emulation is still awful. And the tools people are using to make these are so hacked together that they don't work well on anything but an emulator --and even then it's still bad.

For a more detailed explanation as to why Super Mario 64 mods (hacks) don't work on a real N64, see:

I just don't understand, if hacks of other games work, why not OoT or SM64.

Because some people rely on using broken tools to do their modding, you're dealing with people of different skill sets and familiarity with the hardware. You want to know why a rom hack doesn't work, ask the author. (chances are they don't actually own a flash cart to test their work either)
