Random Double Button Presses?

I noticed while playing Phantasy Star IV that when navigating menus quickly sometimes I would go down a selection further than I know I pressed.  Sometimes when I get into a battle and press down followed by C to select Macro I would instead run away.

I tested this out in an empty macro menu of the game but if I spam the C button while pressing a single press of up/down/up/down sometimes two ups or two downs would be registered.

Is there an issue with my controller or something I need to do?

More testing, basically if I press A, B, or C while pressing up or down at the same time it presses up or down twice instead of once.

I tried using the Joyzz utility to change the radio mode from A (battery friendly) to B (less interference) but that didn't change anything.

Nevermind, seems like Phantasy Star IV just has wonky menus.  I tried my wired 6 button and it does the same thing.  Then I tried other games and they don't do the same thing.
