Computer acting weird (before Windows Starts already)

Hello. I have a very weird problem.

When I turn the computer on, the screen acts up very weird already.
I took some pictures:

When you just turn it on:

When Windows asks if you want to startup Windows or want to do a System Recovery:

And when it's all 'loaded', there's a black screen.

What is the problem and how to fix it?

Your graphic card got damaged.

Is it a laptop?  The cable connection to the LCD could be loose or damage. 

Is it desktop? Does it use extra power from the power supply? Check and make sure it's connected and not turning brown or black. Check the voltage, yellow should be 12v.

It's desktop but will those causes all the glitches and black screen when Windows is loaded? I'm thinking the Graphics card is dead.

Yup. Pretty much what everyone else is saying. I have a notebook that did that; turns out the GPU's connections are bad.

It is probably the graphics card that is faulty, but it might be the motherboard, or (very unlikely) the memory. It is certainly a hardware problem though, as at that point no software is loaded from the hard drive (or any other drive) at all.

First of all, remove the graphics card, and the monitor cable from the card, and give the connectors (the monitor cable, the card's cable socket, the card's motherboard' connector, and the socket on the motherboard a quick clean with a dry cloth, then put the graphics card back into the socket, and check that the card is correctly inserted. Then reconnect the cable, and turn on the PC. This is almost certainly a waste of time, as it's 99.9% certain that your graphics card is failing, but it is worth a try.

Next, try to borrow a graphics card off someone, to test in your machine. You don't have to install it's drivers in Windows, or even boot to Windows, just see if the PC's start up screen is corrupted with the borrowed graphics card. If so, then your card is faulty, and needs to be replaced.
