I'm trying to develop a Sega CD game, but for the sake of my laser (and sanity), I want to use the USB port of the everdrive with image mimicking the Sega CD access calls and forwarding them through to a host application on my desktop.  I believe this is all possible, but I want to know if anyone has any documentation for how to enable the Sega CD hardware while booting from cartridge mode, and still leaving the program ram / word ram accessible from the system side.

Has anyone tried this?  Is there any documentation on the unlock registers?  Is there a special mode the M-ED has to be in to not overlap the in hardware accesses?

The Pier Solar makers did stuff like this. The game is on cart and the Sega CD is initialized for CD music playback. Maybe they are able to answer your questions
